To get 220V, two adjacent breakers in the panel are replaced with the "tandem" breaker used for 220V; off of that new breaker, an electrician will have the 2 "hot" legs (usually colored black and red in the wiring), and the neutral (colored white) and ground (colored green or just bare copper) will be connected to the appropriate bus bars in the panel.
