These people tend to be a bit more responsible, typically have a job, at least a partial security deposit, and actually care about their credit score.Regarding the specifics you ask for, you'll have to check with your local authority on their processes & procedures.

You should have also gotten the tenant's security deposit. 

Because I have spotty job history (Mainly internships since leaving the military), securing a loan to own a property is out of the question.

personally I would pay off my home first. that would still leave you plenty to invest. it would provide more security because your home is free and clear. 

Think of all the things that could go wrong and see if the lease addresses them: unauthorized pets or tenants, early termination, security deposit, lease violations, late rent, eviction, lawn maintenance, parking, etc.5.
