But good contractor's quotes usually don't look like an insurance settlement with 21 linear ft of baseboard at $x/lf, and painting that baseboard at $y/lf, and a quote ends up with 87 lines of itemized crap, but you're still not really sure whether all those pieces add up to the whole project that you're looking for.If you get a quote like that, it's almost always a GC who subs out every single thing he quotes, rather than having any of his own employees and sourcing materials himself.

Tenants who have to put up with that crap is not right. 

Disposals can be dangerous, clog at least some of the time, wear out, and encourage tenants to dump crap down the drain.

Holy crap that's some list!

I once had an apartment that the tenant cleaned perfectly, except for the threshold that was still covered in dog crap; I thought I had painted it brown - nope!  

It's always advisable to have a clause in there stating something to the effect of "landlord ain't responsible if your crap breaks" With that said it would be very unlikely that I would consider buying the tenant a new TV. 

And as they are struggling it's a lot easier to say "the market is crap" vs saying "I am crap at working in this market".

There are things you can do to mitigate things, but they're just not going to get completely eradicated in some areas.
