I've tried sending certified mail to them they don't accept it.There is no eviction at this time.

You can self certify so you do not need an intermediary like in 1031 exchanges.

Thankfully, I befriended a seller of land in the town I'll be in and she was able to communicate with the Uber guy, attorney's office to certify my passport and signature and also she signed for me locally and assisted with the money transfer! 

It sounds like a typical inspector is fine, but it's important to be with them every step of the way and don't be afraid to get a second opinion from an expert in the field (plumber/electrician/etc).
