I have to leave as open space and apply for another Certificate of occupancy.

Many locals I speak with there didn't realize you no longer need a membership to come up, but we are open to the public.

They have done this before. attorneys don't do closings on the west coast.. ... they would just open an order at the title and escrow company you don't need attornies for closing out our way like you guys do. 

As you see, I am quite broad-minded and open to the ideas.

I have found these smaller, regional banks can be more open to development and investment backing than the bigger names.If you're looking for individual contact names/#'s, PM me and I can send you some.
