I am seeing rates in the high 6s and 7s for investment, depending on percentage of down payment and credit score. 

I think its going to depend on situation and that rates will be dropping this year, but there will likely be volatility and spikes either way - with only 3 weeks to go, likely pretty smart risk/reward to lock in early -

With $400 it obviously depends on the market you are looking to invest in as to what you can buy.

Things will be different as it will not fall into the various STR rules depending on the state.I will also say that some systems won't work as well.
