Its unfortunate but I rather be in line with city regulations.

Unfortunately, it does enable people who want to take advantage of the situation to stay and not pay rent. 

But, regardless the situation or circumstance, in life you only have 2 CHOICES, MOVE FORWARD or GET LEFT BEHIND.I am really interested in learning real estate, and feel like I am ready for the next step, but I fear that it couldn't have come at a more un-opportune time due to everything going on, and I have been stopped in my tracks.

Given the circumstances I would look for states/jurisdictions where evictions are still going on-not that you are going to evict anyone-but tenants are likely more respectful.

I know it's not a good idea to spend everything on my first property, but it's also tempting if the circumstances are right and the numbers work. 

My “first” deal has the biggest potential and sweetest structure, but it was really about buying a business that unfortunately still isn’t set up yet.

I'm wondering if, given my circumstances, this is the right way to go at all. 

Unfortunately bank loans, including the 203k loan would require a specific GC that knows that process BUT private money lenders don't have those strict requirements. 

Under the ideal circumstances, what are your guys' thoughts on each option?
