Given the circumstances I would look for states/jurisdictions where evictions are still going on-not that you are going to evict anyone-but tenants are likely more respectful.

Unfortunately bank loans, including the 203k loan would require a specific GC that knows that process BUT private money lenders don't have those strict requirements.
