I was thinking I would send change of ownership letters and then give each tenants a three month trial before allowing them to sign new leases.

I understand your position because I have three properties I got caught in the downturn with that I lose basically the taxes per year but I am paying down principal.  

Their money comes in various tiers of interest (some IO bridge financing, some equity with preferred return, some class b equity, etc).
