The reason I ask because you explained a similar, if not identical situation above is that I will be living in CA for only a few months and will be moving to another state entirely (not entirely sure which one yet because I will be buying a primary residence somewhere new, but it will not be on an LLC yet because it will be my primary residence that I live in and rent out).

Social scientists have done extensive blind "white name" v "black name" identical resume experiments "in the wild" with real life employers not knowing they are being experimented on, etc etc etc.- Due to the recent history of the Great Recession, the one area where the mortgage industry is not budging a single inch is in giving loans out to families that it can't be verified 10 ways from Sunday to be able to make the payments. - Add those two things together, and guess what we might end up with......

If they were aware of issues and knew they were covered up so the home inspector could not see them and did not disclose, this would be considered fraud.

@Wayne Brooks ok so there is a quitclaim deed that was done on a property of someone that said they don't remember signing this quitclaim deed so I'm trying to find the notary that was the supposed witness of the signing to solve this issue but can find them so I'm trying to find out how to contact them to ask the questions of this document which I believe is a fraud documentation

This judgment can be reattached to any other property your friend owns.Also, if she has in fact transferred the property out of her name and has done so in anticipation of defaulting on the other mortgage, she is at risk for being charged with fraud.

There is a reason that insititutional lenders have an application process and if one lies in the process they may be held to have committed fraud.
