If you feel that the insurance company isn't giving you a fair estimate, you should contact your insurance agent first as they are your advocate for something that may fall under a gray area. 

I'm not a whole saler myself but I deal with a couple of them and the biggest issue I always run into is they either don't know the neighborhood, arv, or the cost of estimating rehabs. 

The frustration I have with most agents, even ones who work with investors, is that they have no clue how to estimate repair cost and they have no network of great subcontractors/locations to buy discounted materials.

Also, DO NOT use your local building costs as estimates for what a restoration with cost here.

Need some reliable General Contractors (licensed and insured), who can give me estimates of the rehab.

Knowing how to estimate rehab costs, ARV, and picking a suitable area are important.

If there's small-scale rehab (handyman-ish stuff) she can provide those estimates as...well...it will be her handyman who is doing the work.6.)
