I am fairly handy, but I want to buy in a good neighbourhood that will appreciate well and attract quality tenants.I am assuming it would be very beneficial to speak with a local mortgage broker and real estate agent that specializes in real estate investing, but don't know any. 

Even if the neighborhood was one that would attract good tenants, this is a marginal deal at best. 

Sellers USUALLY make a big deal of this to attract a discerning buyer and they get higher price.

And that means companies need to have more lucrative offer to attract engineers from limited talent pool and that can boost salary.

HOA has a good amount in reserves, hasn't had any special assessment fees and covers everything except gas and electric which is pretty attractive for future tenants. 

These events tend to attract other experienced investors who have insight specific to your local market. 

Usually, this means you won’t be able to change it….wetland, conservation designation, too small, no building permits will ever be issued due to whatever reason, etc. 

Sell the image you want to attract. 

Let's just say this wouldn't be a particularly attractive proposal to me as an investor.
