Because the laws are very complex in this area.Here's a simplified example. 

It’s a single family home with a full apartment-like in-laws suite upstairs that can’t be rented as a separate apartment (no separate utilities, permits, etc.) 

We purchased our primary residence about a year ago and have been building out a basement apartment we will be renting out to my mother in law.

Previous homeowners converted detached garage into 1 bedroom apartment/building that is currently being rented @$400/mo.

also it would be great if someone can point me to other forums on how to convert a basement into an apartment with kitchen.I am also confused whether to go for vented vs ventless range hood or exhaust fan to deal with kitchen odors.appreciate the inputs from experienced forum members
