You can also look at Redfin or Zillow to get their price opinion (though look carefully the numbers are based on a algorithm)Finally ask a local Realtor to give you an idea how the market is locally, is it hot or cold?  

Should i go out a few years to call these people? or should i call them immedietely?are there any stats that go along with this as to what the best time to age the expireds is?

The rental demand is great in Albany- I have only had 1 unit that sat vacant for 2 months which was due to an extreme cold spell last February and March.

The higher the heat bills the lower your rents will have to be to compete with newer easy to heat apartments.Also when these same old buildings have the old hot water radiators tenants will complain about being too cold or hot unless they have their own thermostat.Shop around a lot before buying...
