If you're not present to let them in (or have the space occupied for whatever reason, etc.), they should be notifying you and you may have to face any repercussions (penalties, pauses on your permits, etc.) 

I would say credit partnership meaning that someone allows me to use their qualifying credit to qualify for financing at the same time they are an equity partner on the deal who I split profits with? 

So you are doing construction in your yard, but not directly connected to the existing structure the tenant lives in and they are already complaining?
