Are you asking about consumer purpose loans, such as those sold to or guaranteed by GSE's such as Fannie Mae, or asset-based business purpose loans obtained by real estate flippers?

I assume that the reason for the HELOC and cash buy is to give you a stronger position when negotiating purchase price and the ability to act more quickly vs. obtaining financing.

You obtained financing under the intention of OO, so once the spirit of that agreement is met (1 year) you're free to do with the property as you wish.

What's the best way to go about obtaining a line of credit against one or the other?

It is not a easy method but if you can find a good enough deal and you have a good buyers list, obtain funds should not be a problem.

@Ryan Dossey  , I am currently working on obtaining my R.E. license as well. 

What would before way to obtain all the information I need.
