The Summons indicates that this individual did a private investigation and attached two picture of my out grown lawn and one of the picture is clearly showing this individual was standing in front of my main entry door taking pictures.

Any number of reasons could be behind your inability to get a hold of them, I would investigate that more, maybe a site visit, look at their lease and see what kind of notice is needed before visiting the property.
