House does not not need any repair except the Inerior paining and Floor finsshing on hardwood floor.On top of the Rents ($900+$400) i am considering that i will save $600 off my current rent ..so total comes around $1900/month ..Also do you know any thing abou this neighborhood (Bustleton NE Philadelphi PA).

I also had to move to a different state for work and that particular state did not have any branches there so it was a huge pain to have to transfer everything over to a new bank.

In PA you still get to defer the federal capital gains taxes via 1031 exchange, and as @David Krulac mentioned the PA state income tax rate is not crazy high - so the 1031 exchange is still a viable strategy if your gains are significant.You will need to also pay attention with bookkeeping due to having paid PA capital gains vs having deferred federal capital gains - not too painful as long as you are aware of this from the outset.
