By its very nature priority in title is perfected upon constructive notice which is the recording of the lien in public record at the Recorder's office.

( by the stadium and discovery place )     Moving on, There seems to be a ton of different neighborhoods throughout charlotte (similar to Philadelphia and I'm sure many other main cities) and all of these neighborhoods varied a bit (naturally).
