She may need to apply for the permit as she is replacing an existing fence, you can do it for her and pay for it, but the permit is granted to the owner.

Granted, Realtyshares may give you a satisfactory explanation when you talk to them (your contract in hand), but if not, chances are they are doing this to all investors and then it starts to smell like a class action law suit.

It does not indicate whether the grantor actually has any interest to convey.A Warranty Deed says, "I have an interest in this property and I grant all of it to (grantee)."

These agencies, with few exceptions, are granted broad and exclusive rulemaking and enforcement powers by the licensure statutes.
