Any suggestions on what to do with wood paneling on the walls or these old cabinets?

The owners were living in it like this with garbage bags duct taped to the shower wall.

If your main goal is to get the wires behind the wall then I would hire an electrition to accomplish this task alone. 

He was not pleasant to the builder and caused problems and I'm sure that is why he had so many problems with his house-stairs built too far from the wall and other 'oversights' from the builder.Talk the the builder and tell them you want to know what their plans and timeline are as the contract says your house is to be completed by the end of April.

Holes in the walls all over the place, surface mold and the sub-floor was dilapidated.

Every wall, floor, ceiling, front/back/spine of doors, appliances (inside, outside, and the sticker with make/model information), inside closets, window coverings, window screens, glass, cabinets opened/closed, etc.

--Computer Network, server, router, switch, fire wall; all the back end fully managed.
