It can tell at the minimum what a property is capable of, but that is it.

And the client didn't want to fight a bear. 

The reason cities have become so authoritarian is because they know the average person doesnt have the money to fight them in court.

Unless you believe the animal is going to do serve damage to the property, it is probably cheaper to just let it be than to fight it. 

I see more and more protests and ranting from tenant groups fighting for emergency positions to stop rent increases or altogether want rent control.

Hopefully someone can help - looking for something that has all of these capabilities and more in one program.
