I know there are areas of the country without zoning, but often they still have de-facto zoning via some other mechanism like use or a density based criteria like units per lot...not saying that's the case where you are, it's just becoming much less common for there not to be zoning and building restrictions anymore.

@Gurjot GrewalTrue horizontal cracks are typically considered much more serious than vertical, diagonal etc, because the property could be shifting on itself rather than sections of the property being pushed around by its bordering elements, soil etc BUT there's a lot of factors to it though as far as how serious horizontal cracks are... the length of the cracks etc..
