You should be able to approach almost any lender that works in your product type an in your area and obtain a cash out refinance, especially if you request at a low LTV.

@Steven I work at sherwin williams and your best bet is to use a shellac based primer to get rid off the odor.

Or if you have made improvements to the property and can justify a higher appraised value, you may be able to refinance the 1-4 you just bought with the FHA loan into a Fannie / Freddie non-owner occupioed loan, and then go buy another 1-4 unit as owner occupied without having to wait the full 1 year.

Most people won't reply after the 1st "touch", but if you hit them a 2nd, 3rd, 4th, etc. time, your response rate will go up.So, to answer your question, I think your best bet is to continue to hit up those same 350 people.
