If your relative signed the contract, it's a valid contract absent some clause in it that allows him to cancel it. 

Mine has not flooded but I have 2 sump pits with 3 pumps, 2 of which are backed up by a natural gas powered generator with an automatic transfer switch and one pump which is a battery only. 

For some, that means not allowing certain animals on the property and that's a valid method.

There was no gas line to cap off...if you have gas you’d want to do that first.

Do you pay the utility to provide the heat (gas/oil)?

Do you have advice on what comps are best to send the validate FMR?

This is a wood-fired fireplace not gas.

If I am able to split meters for gas and electricity and have tenants pay them, I will save $920 per month or $11,000 per year.

Multis you likely also have Water/Trash, Gas, Snow Removal, Landscaping, Pest Control, etc...
