On the CRT website, one type of dispute they will look at is "issues of financial responsibility for repairs and the choice of bids for services."

If financed you can tack on points, origination, appraisal, survey, lender title insurance.

Thank you all for your responses and I will definitely reach out to those you recommended and see what makes the most sense for us.

If you signed a lease that told you that you are responsible for repairs if damage occurs, then you landlord may have a case for the toilet repair.
