My only thought would be that you are using the same parcel for the 4 units, possibly defeating the ability to claim each unit as an independent dwelling.

Unlike some "consultants" or "brokers" who seek to enter into site marketing agreements, we actually have capital and have the full capability to build sites and manage all communications infrastructure for a property owner.Each site is very specific and should be vetted independently, but hopefully this information is helpful.
