Whenever I need a contractor, I just do a search in the group--of course, I still verify with the person that recommended them and my own vetting process which includes a CCAP/License (if applicable to job) and insurance check. 

And on the rental licenses, many MN cities have them.

Whoever the closing attorney was had obligation to figure this out and go the proper pro rations on the closing statement.

Read the text of the law that passed a voice vote last Nov: "...and whose education or job experience is verified by the Financial Industry Regulatory Authority or an equivalent self-regulatory organization (as defined in section 3(a)(26) of the Securities Exchange Act of 1934)"FINRA regulates broker-dealers and, among other things, license those who sell securities. 

I also make sure all the deadbolts latch properly and have strike plates.

Make a decent offer and then offer again if necessary until a deals made. you don't give much info here to give proper break down but  use the tools provided on here and you will find the way i'm positive!

In the amendment and in this exact wording we requested "Buyers requests that all work be done by licensed professional/reputable company and copies of all work-orders/receipts for repairs" and "All repairs should be completed on or before 7/16/2018" .

I suspect that the handyman is not licensed or registered in any way.
