I am more risk adverse so I would not count on long term appreciation with a negative cash flow property especially in DC/NOVA...there is always a ceiling on how high the appreciation can go when you are already starting out with average home costs for a basic house that needs heavy cosmetic rehab funding on top of the over $350K - $450K house in an Ok area of DC/NOVA.I submitted a Freedom of Information Act (FOIA) request at the County Code Enforcement office and got a list of blighted (Vacant) and other code violation properties.  

Sign the P&S and work with a Loan Officer (LO)2.

One way is to see if the County Recorder's or Register of Deeds Office where the property is has an online records search system.

I advised her to call the police if he touches her again and notified a family member of the male tenant that this is unacceptable.

The sheriffs office serves the papers.Most times the tenant won't come and then you're served with a writ to evict them a few days later.

My wife @Ashley Mullin 's first property management office was in the right side of that duplex!  

Finally the buy agreed to pay her the 5k and when they showed up at the title office the seller demanded 10k.  

Now I can make that decision from my office and others like it. - this one of possibly thousands of small mechanical steps that go into the decision making process during renovation and flip projects.
