I have heard that a good rule of thumb for a quick land sales flip is to price it for sale at half the rate of comparable land, while making double your money.So, with that being said, I would research demand and land prices for comps on a popular land website like landwatch.com. 

E.g. compare it to S&P 500 returns?

We have also asked for prior landlord phone numbers -- you would be surprised how much info some are willing to share.

The article compared a scenario in which an investor would own a few properties outright to generate the same income that someone who has many cash flowing properties financed would earn.

However, upon our last discussion with local CID, they told us that we need to have a Modular Manufacturer Bond with the State prior to registering with the State and getting building permits.

Definitely mild compared to the rest of the country but enough to do some pipe damage.

I was in contact with them prior and was hesitant given some of the issues you noted before.
