In addition, I think you would be prohibited from advertising the space as a bedroom unless there is an easily accessible fire exit from the bedroom itself (ie. large window with dry well that a person could crawl out or an exterior door). 

Read a bit on other posts about lead paint, making sure windows are secure, etc.

However, all the bedrooms are on the second floor and have good insulation with newer windows.  

I made my monthly inspection after posting notice on the first and noticed they were still occupying residence but things were a mess with broken shower head, broken bedroom window and trim off front door removed, not to mention the illegal cat I found in the laundry room.  

On the second floor of this townhouse is an interior bathroom with no windows.  

They have double pane window that someone threw a rock at and broke the outside pane.

I'm thinking about buying security cameras and install them outside the doors, not sure what to do about the windows.
