You're in a pickle and I'm sorry that you are facing such a challenge on your first flip.If I were in your shoes, I would book a flight out to Georgia this weekend to put my feet in the property, assess exactly what needs to be done to complete the job, then call every contractor in town until you find somebody who was willing to help finish the job at a reasonable rate.It makes the most sense to get to the finish line at this point, because it sounds like you only have a week or two worth of work left.Advice for going forward - Never give a contractor more money than the work that he/she has completed until you have a VERY good relationship with them and have established trust. 

I live in Suwanee, GA just 5 min from Lake Lanier. 

If the rehab on an investment property took several years, what is considered the capital gains if I sell in GA?

If cash flow is what you are after I would personally look outside of ATL into third tier markets throughout North and South GA.
