In my personal opinion I think that you almost need to have them in A/B+ class rentals and other areas that have a transitory population (such as areas with high military renters).

Apparently a special program from the govt, facilitated by BofA.

I'd talk to a local lender that specializes in VA loans and lay out your plan. 

VA might also be possible if you were/are military.

Joseph, I recommend finding an accountant that specializes in real estate taxation over one that is local.

You would have to qualify debt to income wise but if the purpose of the home fit the guide lines rulebook, HUD 4155.1  You could buy your next home using FHA.There are a lot of loopholes when buying and using FHA, VA-Military, USDA, DPA-Programs you just need a seasoned mortgage banker who can walk you through the process ahead of time. 

But unless they specialize they may not have the volume to provide competitive pricing.
