I'd certainly check the foundation as leaks will flow all the wat down, there could be foundation problems as well adding to the problem.The facing of bricks chipping off is from freezing and thawing over the years, moistue, just humidity can enter brick and cause facings to chip off, not so much of a structural issue as cosmetic.That's my first guess based on pics I saw, you need to get someone out there with hands on.

Here's a cheap "free" way to get a surveillance camera.It DOES require Wifi but will detect motion/take a pic and send you a email if it gets tripped.
