Quality lenders will have different options to save you up front costs.

As others have previously mentioned, the warranty companies are notorious for lots of exclusions and poor quality. 

More important to me than the speed at which you responded was how you "found" the deal in the first place since it was apparently off-market. 

the reason I don't want to go outside orem and provo is because it becomes significantly more difficult to find quality renters that I would actually live with outside of the college towns (I'm young enough to still have most of my friends in school).At this point, I'm considering scrapping the plan altogether and saving up cash to just buy a duplex later even though I have gotten everything ready to move forward if these laws weren't in place.

. :) I would also ask whether they've had vacancies and for how long, have they had any issues with tenants or staff from the property managers office, was the property manager able to provide you with quality contractors, and what has the property manager do to exceed your expectations? 

That was well worth the money since he showed me some of the things to look for in the future so I can do better ballpark estimates on my own and speed up the process of putting a good offer in.  

These two homes are in my opinion C quality at best.

I would say your best bet for getting an actively proper response on the quality of the manager is to ask them for 3 or 4 references.
