On the surface, it sounds like it could be a good thing and I am happy that there is an organized group made up of pretty smart people leading this. 

If the house is functional as it sits, which it sounds like it is I think your best bet is to keep the layout as is & rent it out.

I think you are right to be concerned however the chances of going from functional home system to emergency fund draining non operation in six months following an inspection are pretty low.

But now, not only would I be a new homeowner with no knowledge of how a home functions, but I would also be a new landlord... thats seems optimistic to me.
