Upon expressing interest, we email them a tenant profile and that eliminates about 95% of the inquiries.

The reasoning for that is because with the HOA fee it eliminates utilities and Capex from the budget (or at least in the complex I have been looking into).

It's a snowball effect. 

Typically big changes like this get some kind of grandfather clause so it only effects money decisions starting after it passes.
