If you know what you can BUY it for (assuming there are no major repairs needed) and you know what you can RENT it for which is easy to find out a good target range then it doesn't matter that no one has picked up this property yet.Put it under contract, rent it out fast and make your money.

I would think you could get it at $1/ft there, but I wouldn't mind paying a few cents more per foot for someone good.As J Scott points out, the rolled laminate is much less to purchase, and much easier to install (so very cheap overall). some of the newer ones look good too, but can't attest to their durability..

The larger you go at the beginning the easier it is to quickly move up the ladder - just make sure you're taking educated action and surrounding yourself with a good team.
