I always went above and beyond the typical agent duties by getting very involved in the due diligence, dealing with county/ city planning and zoning etc, for two reasons, because I loved it and to help ensure my deal would go through by providing as much information to my client as possible to help them make a quick and intelligent decision.

I cannot assume what is in the mind of another human, but whatever his reasons are, he is doing a disservice to his client and therefore is not fulfilling his duties.

LANDLORD'S DUTY TO MITIGATE DAMAGES.

@Evan File I would review the current property management agreement to see which duties and services are included.  

You cannot make a "Plan" with strict guidelines as flexibility in a changing market is vital.
