I think many people and even investors can fall into the trap of raising their status of spending Every time they make a little bit more money.  

Can I demolish the roof and build above it to raise the living space above the base flood elevation.

@Kasondra Milton- hi there ...thanks ...Raised in the fairport area ...live on west coast now ..last summer I had to return to Roch area to help with a family illness  situation ...I stayed in a AIRBNB that was close to Strong hospital for 3 weeks ...in my search for places - I must say I was surprised at the lack of options ( at least at that time ) ...that being said - I agree with your comment about the fact that Greater  Roch  likely  wont  attract a large amount of renters consitently  ( outskirts  like  finger lakes are a diff story ) - thanks and good luck

I would recommend dropping the rent to get it occupied, and only raising rents slightly while occupied and making more significant jumps to get closer to market rate when a tenant has to relocate and cannot renew.Jesse, we've got quite a few new and newer duplexes in Lubbock and have not had any issues getting multiple qualified apps per vacant unit within a few days of listing it.
