Are utilities paid by individual unit tenants?

Not many would risk everything they own if that was a requirement of investing in a business. if you’re referring to FRAUD”, then the individual committing said fraud can be sued individually, and  can not claim remote entity protection since they and not the entity, or they in addition to the entity are guilty of fraud.  

For existing companies, individuals who own at least 25% of the entity or exercise substantial control over it must submit BOIR to the Financial Crimes Enforcement Network (FinCEN) by December 31, 2024.

Use individual leases to reduce risk, screen tenants carefully, and set clear rules about noise and responsibilities.Good luck!
