Any investor with this track record should have access to debt at 10% interest with 1-2 points, or potentially even less for someone their size. 

What does it mean when I see a mortgage and debt balance and public record balance compared to estimated value??????

As you build a track record of successful flips/rehabs, you'll typically qualify for better terms, like higher leverage/reduced down payments.

Find a high volume landlord tenant attorney based on what you see in the court records. 

If it was properly done, it's recorded and should be visible on the title report.
