All of us who buy off-market or have know we don't want to end up like the mom and pop landlords we buy from - tired, annoyed, giving up on the property and tenants.

I'm not the fair housing landlord expert but I'd probably steer away from referring to it as "veteran housing"Either way I can relate to your situation a little because I also own a house that is shared by multiple people.

This was a few years ago, but at that time as I recall they were looking to do more long-term property leases over owning properties and doing pretty landlord friendly leases where they would do repairs and even pay property taxes.
