To me, I would do it when the appreciation was so great that the tax penalty didn't matter, I was close enough to the end that I couldn't possibly outlive the principal plus anything generated, many of the tax benefits had expired (depreciation, for example), and that my heirs had no interest or intention of running the 'empire' when I was gone.
