Horizontal" construction costs are going to vary quite a bit based on the particular neighborhood, and lot, you choose to build on; but I would figure $130-$150/SqFt for "vertical" costs.With that said, I'd be more than happy to speak with you in greater detail to help shore up those numbers.

If I was a betting man, and had only this picture to make my bet, I would say that this is an freeze-thaw crack - pressure from the soil outside the foundation pushing inward (hence the semi-circular pattern - not stair-step, not vertical or horizontal), so it might be a matter of some exterior grading/drainage work followed by an epoxy grout crack filler repair to remove moisture.I recommend you get it checked out - put a contingency in the contract that covers your bases, so you're only out a couple hundred bucks for a structural inspector.

They don’t provide appropriate horizontal back pressure and are built to fail much sooner than poured concrete. ~80 miles from where I sit right now probably 60% of basements with blocks have been replaced or reinforced so that the house sits on steel posts and posts have been installed along all exterior basement walls so that the blocks can’t shift anymore.

I have typically done plain white horizontal mini-blinds, and live with having to replace them every 2 years or so.If pets are allowed, especially dogs, then all blinds are basically need replacing at every turn over.
