I wouldn't call that a true "DSCR Loan" - especially considering that a ground-up construction property won't have any cash flow so DSCR would be negative or 0 numerator if you'd try to calculate it

From my calculations it is similar to a 5% return IF rates do not increase.

Only on rare occasions, when I had exceptionally clear thinking and well educated person (which, I will emphasize, was rare in wholesale or car buying business), I would go into details, break down the numbers, show my spreadsheets, sources of information, calculation and justification for the price I offered.

I am wondering what kind of costs to calculate in, what amenities to offer, and what the average vacancies are for this kind of rental. 

Your cash flow calculation is missing vacancy, maintenance costs, and capital expenses.

As it is I paid for some calculator they were supposed to send me but for some reason they won't respond back to me so I thought that was odd in it self.

I'm unsure of how it was calculated or if it may have been an assignment fee that was misinterpreted on their part but they were the seller's agent.
