So it sounds correct to collect all amounts into my business account then and send a 1099 to the owner reflecting what they received minus the PM fee?

You have every right to be outraged at the offending party and that's the tenant.Stay focused on what matters and that is getting back in business. 

It's easy to bite off more than you can chew in this business and that's especially not a good idea for your first deal.
