There's a value to that service.

You will have to pay an annual fee for this service, but it takes the repairs and Tenant requests off your plate. 

Even if you end up paying a PM for the service to place a tenant, there's no guarantee that they will last long if these other parameters of due diligence are not met.

Dealing with warranty service is a pain in any situation but when you also have to deal with a tenant on top its even worse.

In addition, due to the 2 of 5 year rule there often is no need.  2) you cannot 1031 a property that has not been put into service to be an investment property 3) you cannot 1031 a flip.
