If you used hard money and wrapped the renovations into the loan then you can refinance that amount right away.If you need cash out in any fashion on an investment property within the first 6 months then you can only get cash if you bought the home with cash or with a Line of Credit.

I'd honestly figure out a way to take over your brothers mortgage - try and quality for it so your brother can take his name off - and that way you don't need to bring any money and you can just close in a much simpler fashion and less closing costs.
