I will say that I am very happy to offer my opinion on structural issues, but in the cases that you need official structural analysis you should always hire and pay for a local structural engineer that will sign off on reports/improvements.

I am hesitant of this because of the language barrier, plus I think there is a lot to be said by taking calls with a charismatic and personal tone.  

If you haven't already, I'd double check with the official land records for the transfer.  

Where can I find official information of a home such as market value, ARV, and other important factors that may determine if it is a deal or not?

County officials either do an appraisal in the office or by driving properties and can be based on numerous things such as an increase in average sales price of houses in the county/area. 

So we are still working on official new layout but I attached the as is existing floor plan.

From that I got 1 call from someone whom I couldn't help due to a language barrier, and around 12 calls asking to be taken off my marketing list.Since then I have been working a few weekends putting up yard/bandit signs in some areas, around 200 signs total.  

I've been to a meeting as a guest and I've been on the fence about joining at the time (I have no real excuse not to, other than fear of officially dipping my toes into this world - I think subconsciously I tell myself that as long as  I don't join, I'm not taking that risk and I won't fail... not the greatest, I know).
