Because the answers to these questions are site-dependent, you'll need to check with your local zoning and permit departments. 

Does it have to be an architect local to the state you are rehabbing/building in that would have to sign off on your plans or can any certified architect sign off on your drawings?

Real estate investment relies heavily on loans and if you can't get good loans its hard to grow.
